Spectra Engineering & Research, Inc. prides itself on an impressive history of providing professional engineering and surveying services for a variety of government agencies. Many of these have become repeat clients for SER as we have completed several projects for these agencies and municipalities. Some are currently in design phase, while the rest are under construction. For all of these projects, SER provided full civil and site engineering, site planning, permitting and constructio administration.
FAMU Plant Operations Facility. SER provided civil/site engineering: grading, stormwater and environ. engineering, utility design, including water, sanitary system, gas, electrical, and widening of Wahnish Way south of Osceola Street to Gore Street and included the creation of turning and bike lanes, sidewalks, curb and gutter, and permitting.
FAMU Foster-Tanner Addition and Renovation. SER provided site planning and engineering, environmental studies, water and wastewater systems design, and construction management services.
As the civil engineering sub-consultant to a local architect, Spectra Engineering assisted in the planning and design of FAMU’s first modern child care facility. This multi-million building and associated amenities was constructed at the north side of campus. Spectra Engineering is providing the following services: land surveying, site planning and civil engineering, water and wastewater systems design, environmental permitting, and construction/field inspection.
As a consultant to an architectural firm, Spectra Engineering was awarded a contract for the design of the FAMU School of Business & Industry (SBI) Addition. As the civil engineer for this project, Spectra Engineering was responsible for site development, site grading, drainage, and utilities design. Other services include the design of water supply and wastewater systems, drainage structures, and stormwater management facility. We also secured necessary environmental permits. Total project cost: approximately $4 million.
FAMU General Classroom Building. SER provided surveying, civil and site engineering design, environmental studies, grading, drainage, stormwater facility design, and permitting services for this 60,000-SF teaching facility.
FAMU Decked Parking Garage. Located on Wahnish Way, FAMU new decked parking garage was conceive to help ease the problem of insufficient parking spaces at the university. As the project’s civil engineer, Spectra Engineering provided the following services: land surveying, site engineering, grading, drainage, stormwater systems design, and environmental permitting.

FAMU Students Services Center. SER provided surveying, site planning and civil engineering, environmental studies, water and wastewater systems design, and permitting.
This is a multi-phase project which consists of designing a 99,554 square foot academic space for the School of Journalism, Media and Graphic Arts Building at Florida A&M University. The building will house administration, classrooms, teaching labs, research labs and instructional media. Spectra Engineering is the civil and site engineering consultant for this project. SER is providing civil engineering design including water and sewer extension and design, grading and drainage system, environmental permitting, stormwater systems design and construction administration.
The project involves the addition of 47,000 GSF to FAMU Colemen Library. Spectra Engineering is the civil and site engineering consultant for this project. This project involves the construction of approximately 63,000 Gross Square Feet (GSF) for Phase I and 25,000 GSF for Phase II of this state of the art facility for the Florida A&M University College of Pharmacy. The different components of the building include a auditorium, classrooms, research center, conference centers, and offices. Leon County Operation Center has a modern building design with cutting-edge technology for the Leon County Public Works and Parks and Recreation Departments. The 20,000 sq.ft. building is part of a master plan for the centralization of various Leon County operations. Spectra Engineering, as the civil and environmental consultant for this project, provided master plan studies, PUD rezoning, civil and site engineering design, drainage and storm water design, water and sewer system extension and design, land surveying, environmental permitting and construction administration.
Spectra is currently under contract with Leon County to provide professional civil engineering services for the design of several components of the master plan and building.
Orange Avenue PD&E Study and 30% Design
Spectra Engineering & Research, Inc., was hired by Leon County Commission to conduct a PD&E study and 30-percent construction document of a 1.7 mile segment of Orange Avenue. Orange Avenue was originally a to lane major arterial. Part of the design task and studies was to expand it to a four-lane divided highway with a median. Services provided in this project include right-of-way surveying, roadway design, alternatives analysis, preliminary and final engineering reports, permitting, public participation and 30-percent design and construction documents.
The first Leon County Solid Waste Transfer Station is being designed for construction on a 21 acre site on Gum Road in Tallahassee. This facility comprised of the transfer station, offices, weight station, storage building and lift station, totaling over 33,800 GSF. Spectra Engineering is responsible for the site planning and design, civil engineering design, including access road, drainage and grading, parking facilities, water and wastewater system design, environmental design, stormwater facilities design, environmental permitting and expert witness. The location for this project was controversial and the site has certain design challenges including wetlands, 100-year flood plain and significant slopes. Dual stormwater facilities were designed to meet Local and State rate control and treatment requirements.
SER provided civil and site engineering design, site planning, grading, drainage, water and wastewater systems design, traffic studies, stormwater and environmental permitting for Leon County’s new Northeast Branch Library.
SER was hired by Leon County to design a new Lake Munson Park. This park is to be located on a 62 acre site next to Lake Munson in Leon County. Part of the design element for this park include the access road, parking lot, rest room facilities, nature trails/boardwalk, observation pier, picnic shelters, boat ramp, bike path, walk bridge and support facilities. This park is currently under construction.
As part of a design team, SER provided civil and site engineering design, site planning, grading, drainage, water and wastewater systems design, traffic studies, stormwater and environmental permitting for Leon County’s new B.L. Perry Branch Library.
The proposed Leon County Operation Center Master Plan is envisioned to upgrade the centralization of the Leon County Public Works offices, fleet management operation, warehouses, fuel depot, and storage spaces. The master plan will be built in phases. The purpose of the master plan is to provide the County a better organizational framework needed for the improvement of the Leon County Operation Center site for the next generation. the primary goals of this effort is to accommodate current and future County needs on the site, produce efficient site development approach that maximizes site utilization for the County, encompassing planned adjoining development impacting the site.

This newest Leon County High School is a state of the art facility with cutting edge technology. Chiles High School is situated on a 70 acre site. SER was responsible for coordinating all site planning and environmental permitting activities, including meeting all County Growth Management requirements, as well as securing stormwater and NPDES permits.
SER was selected to perform master plan and driveway improvements for Kate Sullivan Elementary School. Under this contract, SER developed a Master Plan including different design alternatives and cost estimates. We also provided site engineering, grading, drainage, roadway design, permitting and land surveying services as part of this project.

Spectra Engineering provided civil, site and environmental engineering design services for the Gadsden County School Board on the Board’s new 50-acre Havana Middle School in Havana, Florida. Spectra Engineering performed site engineering, infrastructure and utility design, stormwater management facility design, packaged wastewater plant, force main, lift station, roadway design, concurrency review and environmental permitting. One of the major aspects of this project was the design of 2,000 linear feet of roadway connecting County Road 153 to the project site. Other services included design of 2,500 linear feet for gas line extension, 2,000 linear feet of off-site sanitary sewer, and 4,000 linear feet of water line extension. To meet the client’s demand, we were able to produce approved construction plans and permits within three and a half months. Total project cost was $11 million.

SER was hired by the Department of Corrections (DOC) as a prime consultant to prepare the Master Plan of a 300 acre site for a major correctional institution and annex, and full engineering design and construction administration of a work camp on a 50 acre site. SER provided the topographical survey of the 300 acre site. The Master Plan involved planning for roadway, buildings, T-cells, infrastructure and utility design and layout, stormwater facilities, water and sanitary sewer design and coordination, among others. The design of the work camp involves elements such as roadway design, parking lot, several dormitories, gate house, food services facilities, some houses, multipurpose buildings and others. The site design was complex and involved mitigation of environmentally sensitive areas, water and sanitary sewer extension, stormwater facilities, and management of unsuitable soil conditions. This project was designed, permitted and constructed on time and completed 3 months ahead of schedule.

Gretna Industrial Park was design to attract industries and businesses to the Town of Gretna. This is the town’s biggest and only planned Industrial Complex. Spectra assisted in the redesign of the park and provided surveying services and legal descriptions for the City.
Town of Gretna hired Spectra Engineering through a special grant to redevelop an area of the City. Spectra Engineering provided surveying services, site and civil engineering design, planning, and construction document. Some of the elements of this park include providing parking facilities, bathrooms, softball fields, tennis courts, stormwater facilities and landscaping.
