Spectra Engineering and Research’s staff has extensive expertise and experience in performing typical services involved with PD&E Studies. PD&E is often used in roadway and related projects in determining its feasibility; identifying and reviewing possible alternatives (including corridor and alternative analysis); identifying and studying possible impacts to the environment, community, residents, and business. It also involves and educates the public and affected communities on the project. It also solicits and considers public input and concerns. Furthermore, right-of-way issues and possible acquisitions and cost alternatives are evaluated.
Spectra Engineering and Research’s staff and consultants performs these PD&E Services on a 1.7 Mile Orange Avenue Corridor in Tallahassee. Spectra also produced a 30% Construction document for the project.
The proposed Leon County Operation Center Master Plan is envisioned to upgrade the centralization of the Leon County Public Works offices, fleet management operation, warehouses, fuel depot, and storage spaces. The master plan will be built in phases. The purpose of the master plan is to provide the County a better organizational framework needed for the improvement of the Leon County Operation Center site for the next generation. the primary goals of this effort is to accommodate current and future County needs on the site, produce efficient site development approach that maximizes site utilization for the County, encompassing planned adjoining development impacting the site.

Project: Phase I Environmental Site Assessment of the California Swamp Tract
Brief Description: The California Swamp Tract is a 31,960-acre site located in the southern portion of Dixie County, Florida near the Gulf of Mexico. This large and heavily wooded site contains the California Swamp, several small streams, several lakes and lime rock pits and pine plantation areas. Additionally, the tract contains twenty-five different campsites with mobile homes, campers, dog pens, gas tanks, and water wells. The Phase I assessment was based on ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E-1527 and 1528) as well as the requirements of the Suwannee River Water Management District.

Project: Baseline Natural Resources Inventory of the California Swamp Tract
Brief Description: Spectra Engineering performed a baseline natural resources inventory of the 32,000 acre California Swamp Tract to establish, inventory and characterize the current natural resources of this conservation easement purchased by the Suwannee River Water Management District. The results will be used for future evaluation and monitoring purposes as part of the conservation easement agreements between the landowner and the Suwannee River Water Management District. The report included summary description, inspection and photo documentation of the land use, land cover, habitat types and presence of observed endangered/threatened or exotic species, physical structures and present condition. Also included was a wildlife assessment, ecology and natural communities description, and maps with index of the entire tract.

Project: Environmental Site Assessment of the Loncala Inc. Parcel (320+ acres)
Brief Description: The Loncala Parcel is an agricultural property of 320+ acres. Located in Alachua County, Florida. the Loncala Parcel is composed mostly of acres of pine trees. One of the sites remarkable, geological features, is a sink hole located on the properties wester property line. The sink hole exposes the water table in the area and had been possibly used for irrigation purposes in the past. We recorded all site reconnaissance findings, and completed the assignment on time and as budgeted.

Project: Phase I Environmental Site Assessment of the Chaplin & Dillon
Brief Description: The Chaplin & Dillon parcel is a 60 (+/-) acre parcel located within the Ichetuckee Conservation Area in Gilchrist County, Florida. The assessment included an on-site visual inspection and photo documentation of the Chaplin & Dillon parcel. The eastern property line boarders the Suwannee River and is located in the 100 year floodplain. This environmental assessment included location of an abandoned skitter/logging machinery which included burnt batteries and tires. There was evidence of stained soil and a heavy petroleum or oil stain odor. Spectra recommended that the stained soil be excavated, to the extent of contamination and additional testing of groundwater may need to be performed.

Brief Description: The Suwannee River Water Management District (SRWMD) retained Spectra Engineering & Research, Inc. (SER) to perform an Phase I Environmental Assessment (ESA) of the Mallory Swamp property located in Lafayette County. The uninhabited and undeveloped property is located in the southeast portion of Lafayette County and borders Dixie County to the south. There is no physical address. The ESA was performed in general conformance with the scope and limitation of the American Society for Testing and Material (ASTM) Standards E-1527-97 and the Revised Environmental Audit Requirements for the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida, Phase I, revised July 17, 1997. This property covers over 45 Sections or 32,000 (+)acres in Lafayette County, Florida and consists of low line areas, swamps, wetlands, uplands, and water bodies. Through the process of this project Spectra reviewed: the chain of title documents, past and present uses of the site, soil conservation, geological features, federal, state, and local clean up liens, property investigations, and prior environmental assessments. Spectra also provided site and property inspection, regulatory agency records review, interviews with property owner(s) and neighbors, historical documents of aerial photography review and interpretation, final review of document records, analysis of project findings, conclusions, and recommendations. This uninhabited and undeveloped property is in seemingly sound environmental condition.

Brief Description: The Carter, Fitzhugh & Essie Carter Tract located near Greenhead in Washington County, Florida is a 2,141 (+/-) acre parcel. Throughout the course of this project Spectra provided site inspection, regulatory agency records review, interviews with property owner(s) and neighbors, aerial photography review and interpretation, analysis of project findings, conclusions, and recommendations. The property has no physical address and was most fenced with wire/wooden fencing. There was (1) one dilapidated house on the property. There were numerous motorable dirt trails that traverse different parts of the parcel. An old rusted, above-ground storage tank was located. Spectra recommended the storage tank be removed and the dilapidated house be demolished.

Brief Description: The Devaney/Mallory Swamp is a 1,037 (+/-) acre parcel located in Lafayette County, Florida. The parcel was uninhabited, mainly undeveloped and mostly swamp land. There is no physical address for the property. Although, there was a mobile home/campsite on the property and various debris in and surrounding this mobile home/campsite. The site appeared to be in seemingly sound condition, however, in 2000 it was effected by wildfire. Spectra reviewed the chain of title documents, past and present uses of the site, soil conservation, geological features, federal, state and local clean up records and prior environmental assessments, as applicable. Project: Phase I Environmental Site Assessment of the Bullard/Carver Tract
Brief Description: The Bullard/CarVer Tract is a 760+ acre site located in Hamilton County, Florida. This heavily wooded site contains several small streams, the River Swamp, and flood plain areas. The tract is bordered by the Suwannee River and is in the 100-year flood plain. SER completed this assignment on time and as budgeted. In preparing this ESA Report, we reviewed and substantially followed applicable site assessment practice as recommended by the American Society for Testing and Materials (ASTM), Standards E -1527 and 1528. Because a large area of this large property was not accessible by automobile or foot, the project was challenging.

THE LEON COUNTY COMMISSION
Project: Phase I Environmental Site Assessment of 1.7-mile segment of Orange Avenue
Brief Description: Spectra Engineering performed Phase I environmental assessment of over a 1200 acre area around the 1.7-mile segment of Orange Avenue, from South Monroe Street to Blair Stone Road. The project area extends 300 feet on each side of Orange Avenue’s center line, and traverses residential, commercial, and industrial zones. Spectra Engineering developed a contamination rating system for six designated businesses along the corridor. We also completed this project on time and as budgeted.

Brief Description: Spectra Engineering & Research, Inc. (SER) was hired by Jaime Augustine to perform Phase I Environmental Site Assessment for Orrin Hamilton Tract comprising of 263 acres. The parcel is located in Jefferson County, Florida. This uninhabited and undeveloped property is in seemingly sound environmental condition. Through the course of this project Spectra provided the: chain of title documents, past and present uses of the site, soil conservation, geological features, federal, state, and local clean up liens, property investigations, and prior environmental assessments. Spectra also provided site and property inspection, regulatory agency records review, interviews with property owner(s) and neighbors, historical documents of aerial photography review and interpretation, final review of document records, analysis of project findings, conclusions, and recommendations. Spectra preformed these tasks with the knowledge of the Comprehensive Environmental Response Compensation And Liability Act. Accordingly, the ESA was performed in general conformance with the scope and limitation of the American Society for Testing and Material (ASTM) Standards E-1527-97.
