PROFESSIONAL EXPERIENCE:
Mr. Peter Okonkwo is a registered professional engineer in the States of Florida, Alabama, and Georgia. Mr. Okonkwo has over 20 years of experience in civil and environmental engineering practice. In the course of his professional career, Mr. Okonkwo has served as lead design engineer, project manager, and permitting/environmental engineer on several projects of various sizes and complexity. Mr. Okonkwo’s consulting and design experience covers all phases of project performance, including client contact, design and construction administration. As the principal and Lead Design Professional in most of Spectra Engineering’s projects, Mr. Okonkwo is in charge of Quality Assurance Review and ensures that clients receive quality work products, on time and as budgeted. His background and experience are in site planning and engineering, infrastructure design, roadway/highway design, land development, stormwater facility design, water and wastewater systems design, sanitary sewer systems design, environmental and contamination assessments, permitting and project management. Mr. Okonkwo has completed several projects for public- and private- sector clients. Some of Mr. Okonkwo’s project experience includes the following select projects:

  • Town of Eatonville Stormwater Master Plan - As Prime Consultant, SER provided master planning, civil and site engineering, permitting, and construction administration, environmental studies, grading, drainage, Location and elevation survey, stream gauge and monitoring, stream gauge setup, and stormwater design.
  • Town of Eatonville Public Library - Provided all of the civil and site engineering for this project including water and sewer extension and design, grading and drainage systems, environmental permitting, stormwater systems design, and construction administration..
  • Town of Eatonville JFK Streetscape Beautification.
  • Town of Eatonville Kennedy Boulevard Streetscape CEI - providing Construction Administration, Construction Engineering Inspections, and Construction Certifications for this 0.5-mile urban streetscape that includes mill and re-surfacing of the existing streets and installation of a new stormwater system.
  • Town of Eatonville NPDES Annual Report.
  • Town of Eatonville Site Plan Review-Fire Station/DAT-Shaw Flooring/Kennedy Center.

  • HUD Housing Development in Panama City, Bay County, Florida - A 4-acre site, 40-unit housing complex for the handicapped. Provided civil and environmental engineering, water and wastewater systems, lift station and forcemain design and permitting, roadway design, and environmental permitting services. Total construction cost: $2 million.
  • Ellis Road – Agricultural Pond Design and Drainage Improvements.
  • Graceville Work Camp - Design access roadway; provided site planning and engineering, drainage and stormwater design, environmental permitting, project management and construction inspection services. Total site construction cost: $ 1.2 million.
  • University Ministries Church of God in Christ - Served as a civil engineering consultant for the project performing extensive stormwater analysis and modeling work for a .5-mile area surrounding the site. In addition, provided civil and site engineering, waterline design and extension, stormwater system design, sanitary sewer line design and extension, fine line design, surveying, access.
  • Road design and environmental permitting for the construction of 22,000 sq. ft. of church building with associated parking and infrastructure.
  • Pine Ridge Estate Subdivision, Thomasville, Georgia - Provided civil and site engineering design for roadway design of six (6) roads within the subdivision, utility and infrastructure design, civil engineering and stormwater system design , water and wastewater systems design, environmental permitting, and construction management services. Total construction cost: $ 1 million.
  • New Havana Middle School, Havana, Florida - A 50-acre new development for Havana Middle School.
  • Provided civil and environmental engineering design, infrastructure and utility design, stormwater facilities, roadway design, sanitary sewer system design, water supply extension, wastewater system and forcemain design services. Total construction cost: $11 million.
  • Leon County’s B.L. Perry Branch Library – Stormwater and Environmental Permitting.
  • Leon County’s Northeast Branch Library – Stormwater and Environmental Permitting.
  • Lake Munsion Park – Stormwater and Environmental Permitting.
  • FAMU College of Law - Provided civil and site engineering design, water and sewer, grading and drainage systems, and environmental permitting. Located on a 3.77-acre site in downtown Orlando next to Interstate 4, the building will be a highly visible landmark. The 160,000 s.f. facility features an atrium that will lead into an auditorium, a law library, public law clinic, 50 hi-tech classrooms, and administrative suites. The building will also feature an open plaza. This state of the art facility will become the home to FAMU’s newest educational facility.
  • FAMU College of Pharmacy - Provided civil and site engineering design, permitting and construction administration for the 85,000 square foot building to house the School of Pharmacy at Florida A&M University. Construction cost approximately $10.5 million.
  • FAMU Journalism and Graphic Art Building - Provided civil and site engineering design, permitting and construction administration for the new Journalism and Graphic Art Building at Florida A&M University.
  • Orange Avenue Corridor (PD&E) Study, Leon County, Florida This project covers a 1.7-mile segment of Orange Avenue corridor. Provided environmental studies, right-of-way surveying, roadway design, alternatives analysis, preliminary and final engineering reports, permitting, public participation, and 30-percent construction documents. Approximate project cost: $10 million.
  • City of Tallahassee Vehicle Wash Facility - Provided site planning and engineering, water and wastewater systems design, ingress and egress design, environmental permitting, and construction management services. Total construction cost: $ .5 million.
  • Leon County Operations Center - Provided civil engineering design, site development, stormwater analysis and drainage design, and environmental permitting services. Total construction cost: $ 1.5 million.
  • Florida A & M University New Students' Services Center - Provided site planning and site engineering design, stormwater facility design, water and wastewater systems design, environmental/ permitting services. Total construction cost: $ 8 million.
  • Florida A & M University General Classroom Building - Provided site engineering and design, environmental studies, grading, drainage, stormwater facilities design, permitting, and construction management services. Total construction cost: $7 million.
  • Lawton Chiles High School, Leon County, Florida - Responsible for taking this project through Leon County Growth Management and City/County Planning approval process. Also responsible for coordinating site planning, all environmental permitting activities through County Growth Management Department. Total construction cost: $28 million.
  • Florida A & M University Plant Operations Building - Project encompassed physical plant, police department, offices, warehouses and spread over 17 acres. Provided civil, site and environmental engineering services, stormwater facilities design and permitting services, roadway improvement, and water and wastewater extension services. Total construction cost: $7.5 million.
  • Florida A & M University Foster-Tanner Addition and Renovation - Provide civil and environmental engineering, parking lot and drainage design, stormwater management facilities, water and wastewater system, access roadway design and permitting services. Total construction cost: $7 million.
  • Florida A & M University School of Business & Industry (SBI) Addition - Provided site planning and engineering, environmental studies, water and wastewater systems and construction management services. Total construction cost: $3.5 million.
  • Housing and Urban Development (HUD) Housing development in Tallahassee, Leon County, Florida - A 4-acre site, 40-unit housing complex for the handicapped. Provided civil and environmental engineering, water and wastewater systems, roadway design and environmental permitting services. Total construction cost: $2 million.
  • HUD Housing Development in Marianna, Jackson County, Florida - A 4-acre site, 40-unit housing complex for the handicapped. Provided civil and environmental engineering, water and wastewater systems, roadway design and environmental permitting services. Total construction cost: $2 million.
  • Environmental Assessments and Audits - Conducted multi-county Environmental Assessment Review of Department of Housing and Urban Development.
  • Environmental Services - Conducted multi-site Phase I and Phase II Environmental Audits on various small and large-acreage parcels for banks, developers and Florida Department of Natural Resources, Department of Environmental Protection, the Northwest Florida Water Management District, the FDIC, among others.
  • Mr. Big’s Car Wash Pro-S.O.B.T. - Provided site planning and engineering, permitting, water and wastewater systems and construction management services.
  • Koinonia Ministries/Church - Provided site planning and engineering, environmental studies, permitting, water and wastewater systems and construction management services.
  • NAACP Office Building - Provided site planning and engineering, environmental studies, permitting, water and wastewater systems and construction management services.
  • Gopher, Frog, and Alligator Trail - Provided site planning and engineering, permitting, and stormwater.
